Article 2 Material supply is a prerequisite for the normal production and construction of an enterprise. Article 6 The cadres assigned by the material department must have a medium or higher education level, be equipped with a certain number of economic management cadres and engineering and technical personnel, and be relatively stable.
Article 7 The material department shall actively create conditions, apply modern management methods, adopt advanced equipment and technology, and continuously improve work efficiency and management level.
Chapter II Basic Work Article 8 The basic work is a guarantee to achieve the goals of material management. Including quota, measurement, information, standardization, scale system, basic training and other content.
Article 9 The material department must standardize the management of planning, procurement, supply, statistics, accounting, write-offs, warehouses, quality, and consumption (reserve) quotas.

Chapter III Plan Management Article 16 The material supply plan shall be prepared by the enterprise material department according to the needs of production and construction tasks and related requirements.
